The 60-Second Diagnosis
Before changing anything, check five details: species, sowing depth, germination temperature, light requirement and expected germination time. These are often printed on the packet. If your packet says “surface sow,” “cold stratify,” or “10–30 days,” those are not decorative notes—they are part of the germination recipe.
Penn State Extension summarizes germination around these same environmental requirements: water, oxygen, temperature and—depending on species—light. That framework is a better troubleshooting tool than simply adding more water.
1. Too Dry—or Too Wet
A seed must absorb water before metabolism accelerates and the root can emerge. If the surface dries repeatedly, tiny surface-sown seed may begin the process and then stall. But “keep moist” does not mean keep the tray swampy.
Excess water fills pore spaces that would otherwise hold air. Penn State notes that oxygen availability is part of successful germination, so a saturated, compacted medium can work against you even though it looks generously watered.
2. The Temperature Is Wrong
Air temperature and soil temperature are not always the same. A sunny window may feel warm at noon and become cold at night; a heat mat can create the opposite problem if a cool-germinating species is kept too warm.
Instead of assuming that every herb wants 75°F, check the species guide. Calendula is comfortable with cooler conditions than many warm-season culinary herbs, while some perennial seeds are managed through a deliberate cold period before warm germination.
If a tray has been motionless for longer than the normal germination window, measure the mix temperature with a simple soil thermometer rather than guessing from the room thermostat.
3. Seeds Were Buried Too Deeply
A useful general seed-sowing rule is to avoid covering seed more deeply than needed. The RHS advises checking the packet and generally using only a light covering—often related to seed size. Very small seeds have limited stored energy, so an unnecessarily deep layer can make emergence harder.

4. The Seed Needs Light—or Darkness
Light requirements are species-specific. Some small seeds are positively light-responsive and are intentionally surface-sown; other seeds are normally covered. This is why copying one seed-starting method across every packet can fail.
Also separate germination light from seedling light. A seed may not require light to germinate, but once the shoot emerges it needs enough light to develop compactly. Weak post-emergence light produces pale, stretched seedlings.

5. Dormancy Wasn't Broken
Many annual garden seeds are ready to germinate when moisture and temperature are right. Some perennial and native species carry dormancy mechanisms that prevent germination during an unsafe season. A common treatment is cold, moist stratification—a controlled imitation of winter.
Illinois Extension describes cold stratification as exposing seed to moist, cold conditions and notes that treatment periods vary by species. If your packet specifies a pre-chill, skipping it can leave otherwise viable seed sitting dormant.

6. The Seed Is Old or Poorly Stored
Seed viability declines over time, and the rate depends on species and storage. Heat and humidity accelerate deterioration. Illinois Extension recommends cool, dry storage and explains a simple paper-towel germination test for checking questionable seed before committing a whole tray.
If ten seeds are tested and only two germinate, you may still use the batch, but sow more heavily or replace it if uniformity matters. A low test percentage is more informative than assuming a failed tray proves your method was wrong.
7. The Mix Has Too Little Air
Fine garden soil in a pot can become dense and poorly aerated. Seed-starting mixes are designed to hold moisture while retaining pore space. Containers also need drainage holes; University of Minnesota Extension explicitly recommends drainage for seed-starting containers.
If the mix stays glossy-wet for days, smells sour, or compresses into a solid block, improve drainage and use a lighter medium on the next sowing. More fertilizer does not solve an oxygen problem.
8. You Gave Up Too Soon
Germination is not a race. Some herbs emerge in about a week under good conditions; parsley can take a month or more, and dormant perennials can take longer even after treatment. The RHS specifically cautions gardeners not to give up on slow parsley too soon.
Write the sowing date on every tray. Then compare the elapsed time with the packet's expected window before digging around for seeds. Disturbing a tray every few days can damage roots that have already begun to emerge below the surface.
9. Watering Moved Tiny Seeds
Very small seed can float into corners, sink into cracks or wash below its ideal depth when watered from a strong stream. That creates patchy germination that looks like poor seed quality.
For surface-sown herbs, pre-moisten the mix, press seed into contact with the surface, then mist gently or water from below. Once seedlings have anchored, normal watering becomes easier.
10. They Germinated, Then Died
Sometimes the seed germinated successfully and the failure happened afterward. Damping off is a group of seedling diseases that can cause stems to constrict or rot near the soil line and seedlings to collapse. University of Minnesota Extension associates damping off with conditions such as overwatering, cool soil, low light and contaminated media or containers.
If seedlings collapse at the base, do not simply sow more seed into the same wet tray. Clean containers, use fresh mix, improve light and airflow, avoid saturation and start again.
When Should You Resow?
Resow when you have passed the normal germination window and corrected the likely environmental problem. If the species requires stratification, complete that treatment first. If the seed is old, run a small viability test before using more tray space.
